I agree, but I also agree with RJ above that, if you call a FC, you should get it at the 20, not the 25. There has to be some penalty for foregoing a return...
As a lover of football, I want to agree with this, but it would be counter intuitive to the intent of the rule. If they penalize foregoing a return by creating a fair catch line back to the 20, then that would have a counteractive effect on the intended purpose of the original rule change.

I don't believe so. I would think it would be called with a deep kick to the sideline, where the odds of getting trapped back around the 10 or 15 are high. I just don't think you should be given the 25 for calling a FC there...

Correct. Free kicks only. That would be kickoffs in fan terms (scrimmage kicks are punts, extra points and field goals) and include a kick after a safety. I doubt anyone would kick it that far and if they did I doubt someone would fair catch it.

I think you'll still see directional kicks. In order for it to be a fair catch the returner has to catch it in the air. And teams will still choose to return it thinking they'll get beyond the 25. They do it today with kicks in the end zone. I would expect some "touchbacks" this way but I bet half the kicks are still returned.

Ok, I just remember punts after safeties always being called free kicks because teams were allowed to choose whether they wanted to punt or kick off a tee. On kickoffs, most teams put a guy back who is good in space to try to gain an advantage by getting out passed the 30 or even more. It is hard to imagine fair catching that ball unless your return unit is terrible or you happen to play a team with great kickoff coverage.

It's a free kick because there is no rush. There are two kinds of kick plays, scrimmage kick and free kick. A free kick must be done with a place kick (held or on a tee) except after a safety. Then you can also use a punt. No idea why they have that exception but they do. Teams often choose point because they can get more hang time and similar distance. If you see a place kick it's usually because they don't have a great punter.

I once saw a team do an onside kick after a safety. Can’t remember if they recovered or not.

My only issue with making DPI a spot foul is this: we can’t just assume the receiver would have made the catch.

People like the bring up the Auburn game from last year but none of it matters if the refs don’t throw the flags. I can’t even count how many no-calls there were in that game. Instead of making the rules even harder to understand, we need to be pushing the officials to make the correct calls.

I'll be very surprised if the NFL does finally adopt the college rule. Far more than the college game, it depends on audience-riveting remarkable plays by remarkable QB/WR tandems. Take away the spot and they'll must maul Julio, much as AU just mauled Ridley and our other receivers. Not enough reason not to do it...

The CFO released a statement with more details on the rule changes. There are a few others not included in the original release mostly because they were probably insignificant to most fans and media (i.e. logo size and placement on field, cameras on officials' hats). The only one of interest would be adding an exception not requiring a team to attempt a try if they are ahead by 1 or 2 points and time expired during the down. The rule already states the try is not attempted if it won't affect the outcome of the game. Since the defense could score 1 or 2 points on a try it was previously required. This is a logical change.
