I'd have to go with the 2006 Big 12 Title Game in Kansas City. It was OU/NU so it was a bit fitting. High that day was 34 and it was in the 20s the entire game. Snow all around the seats.
After that I'd have to go with the 1992 SECCG, 2000 Iron Bowl, 1998 Music City Bowl. 2009 South Carolina was pretty cold as well. I don't remember how truly cold it was for the 1990 Cincy game (my first season for games and I was 7), but I remember being so cold and pretty high up in the endzone with a breeze.
On the flip side, the hottest has to be my first game as a student at OU. 8/25/01 against UNC. High of 100 that day with an afternoon kickoff. Upper-mid 90's for much of first half. Storms near the end of the game. That's Oklahoma for you.
