It is any thread that has a title where the content cannot be discerned.

Some of us less intelligent board members (or maybe just me) couldn't tell what the title was referring to until after opening the thread.

In addition to the items listed in the OP, the rule against teaser titles is one of my favorites.

As long as the staff likes it, we'll enforce it. Arguably, it's not as important as it was before we activated preview. However, I find that, in many cases, even preview doesn't help, as the first sentence or so still doesn't explain what the thread is about. Despite what was written in the original complaint thread, we actually do have quite a few members on dialup and slow connections and we've received quite a few expressions of thanks for the rule. I think the guy who complained just didn't grasp the situation...
