I am not a late-night TV watcher, but I did see the "offending" monologue. He mocked the President's oafish actions adjacent to the tragedy. He didn't say anything about Charlie Kirk. But I guess he wasn't worshipful enough.#1 We must have watched two different clips. I thought this was about the Charlie Kirk assassination comments. Not the POTUS.
That aside......in my mind he did apologize but in his own way. Which is fine with me and I suspect most others.
I think his opening monologue was just fine and addressed what was needed
#2 People apologize for things all the time that they don't NEED to. They do so for a number of reasons. An effort to deescalate things, they just want to move on, or maybe they just want to take the high road - regardless of all the arguments for or against.

However, I also happened to watch and, afterwards, I was asking myself what the brouhaha was about. Trump's handling was appalling, changing the topic so quickly from Kirk. No, I'm pretty sure it was the attempt to paint the assassin as a MAGA. No one with a thimble's worth of sense is going to believe that, but they kept trying. Think about it, if someone kept trying to make you believe something as ridiculous as it is outrageous, the implication is that the person insisting on it thinks you're stupid enough to believe it. Why else would they try so hard? See, that's the insulting part. I'm not as upset with their dishonesty half as much as I am with their obvious belief that we're a bunch of morons.
