It's not just CA. Las Vegas is one of the fastest-growing cities in America, while they're staring into the face of the Colorado's inability to sustain the present demands. Prohibiting rebuilding in Topanga would actually save money in the long run, when the cost of reconstruction is considered...And there's the rub. Will that actually happen? I'm betting not.
And there's some merit to the idea of not rebuilding. Frankly, I wouldn't live in CA in the first place (for reasons that have nothing to do with inept forestry/firefighting services.) But I left the Gulf Coast because hurricanes were proving to be a pain in my ass and I knew sooner or later, I'd be better off getting out while I could. Perhaps it's time for Californians in this area to consider doing the same.
